Change ubuntu runner for GHA (#363)

* changing to ubuntu-20.04

as suggested here https://github.com/actions/runner-images/discussions/7188 (memory issue???)

* ubuntu-latest -> ubuntu-20.04

Seems to work to move to a different runner. If this passes, I will merge
