Fix platform check on Linux

On Linux now we require distribuion specific platforms,
but the installed (and potentially binary) packages
probably don't have this in their 'Built' field.

So we relax the requirement now, and accept binary or
installed packages with a platform string that is a prefix
of he required one, on Linux.
