Utils.diffQuotientStateAndNoise() now additionally computes approximative... 

Utils.diffQuotientStateAndNoise() now additionally computes approximative Hessian matrices using central finite differences.

This also changes the Jacobian approximation from forward finite differences to central finite differnces.
